A little noisy even on low.
I compared this fan with a Lasko & three other fans of the same size. This fan did move the most air of any of the other fans I compared it to, but was also the noisiest. The blades turn fast & make both a higher pitched as well as louder noise than any of the other fans. The sound is somewhere between a more typical 6" fan & a cheap bathroom fan.
A friend's single speed generic fan was almost as noisy as this fan on high, but only moved a small fraction as much air. Clearly the worst of the pack. My Lasko & another friend's generic, bought at Wal-Mart, are very different styles, but were very similar as far as both noise & airflow. On high they were not quite as noisy, but also produced noticeably less air movement. On low both were maybe half as noisy, but also produced considerably less airflow. Both would be better choices for those who wish for a fan that still makes its share of noise, but is less noisy as long as less airflow is also acceptable.

Perfect desk fan
Seems today there is always something cheap and flimsy about most any consumer products. However, this fan is impressive! The things that stood out to me are the all metal construction, including the cage and fan blades, has two perfect speeds, and, best of all, is impressively silent. A good volume comparison would be to that of the sound of a desktop computer fan! Really couldn't ask for more out of a desk fan.
Liked it while it lasted
Edit: After only 3 months of usage, the fan died. A small popping noise and the motor gave out. I guess the sturdy outer construction doesn't matter much if the internal motor dies.
Old Review: I bought this unit for a bit of extra cooling in my office space. It seems well made and moves a good amount of air. However it's not the quietest. I had planned on putting it on my desk, but even on the lowest setting it was too loud for me. I ended up putting it on the floor under the desk, and the noise level there isn't so bothersome.
